Peter the Great Bay Cup 2009

03 – 13 September 2009

 

 1. General provisions

 

1.1. Event name.  Russian National sailing regatta “Peter the Great Bay Cup 2009” – Russian Championship in “Konrad 25R” class boats – ORC-Club Russian Championship for boat over 35 feet.

1.2. Purpose and objectives. The Championship’s goal is to promote the sport of sailing in Russia and Far East, to attract the majority of sailors to the competitions of the high level, to define Russian strongest sailors in “Konrad 25R” class and boats over 35 feet, to establish international connections with overseas sailors.

1.3. Organizing Authorities (OAs). Russian Yachting Federation (RYF), Primorsky regional sports executive, Primorsky social organization sailing federation, Nakhodka sailing federation, Social organization “Seven Feet Yacht Club”, Yacht club of Maritime State University.

Overall direction of the Championship is run by the event’s Organizing Committee (OC), made up of the OA’s representatives. Competitions will be run by the Race Committee. Race Committee members are approved by the OC.   

 

2. Venue, provisional schedule

 

The Championship will be held in the waters of Peter the Great Bay, Vladivostok, Russia, 03 – 13 September 2009. Provisional program:

03 – 04 September – teams arrival, registration and measurement

04 September – open ceremony

05 – 12 September – races

12 September – prize giving

13 September – teams departure

Schedule will be detailed in SI.

3. Rules

 

3.1. The event will be governed by the rules as defined in the RRS 2009, Rules of RYF – PPS-2009, ISAF Offshore Special Regulations, “Konrad 25R” class rules, ORC-Club rules, present NoR, Sailing Instructions. SI will be given to each boat at registration.

3.2. During hours of darkness, rules of Part 2 RRS are not applicable. IRPCAS rules apply.

3.3. On boat safety equipment and accommodation the event is Category 4 of ISAF Offshore Special Regulations, except rule 3.29.1.. This rule is applied as stated for Category 3. In addition to the requirements of rule 3.29.1. of ISAF Offshore Special Regulations, each boat shall have a mobile telephone available for connection at the zone of races.

3.4. Advertisement requirements of Category C will apply. The OA may obligate the participants to display sponsor’s advertisement.  

3.5. Protest hearing system and protest fee will be defined in SI.

 

4. Entries, registration and measurement

 

4.1. Preliminary entry form shall be sent to the Organizing Committee before July 10th 2009 from the participants from other countries.

4.2. Organizing Committee shall accept or decline an entry with notification not later then July 15th  to the participants from other countries..

4.3. Crew number as defined in the measurement certificate. For “Konrad 25R” boats – crew shall be 5 (6 for female crews).

4.4. OA may supply participants with the boats for rent. Renter may require that a representative of the boat is included into the crew. OA may permit a boat to sail without the boat’s representative aboard. A boat rented shall be insured by a lessee by 25 000 USD for “Konrad 25R” and 50 000 USD for boats over 35 feet.

4.5. Each boat shall be presented to the Technical Committee for inspection before September 4th.

4.6. Registration and measurement will be in the regatta office on 03 – 04 September 10:00 – 16:00.

Time may be extended by the OA.   

4.7. Registration is completed when the following documents are presented: entry form (App.1); valid ship’s certificate; crew list; measurement certificate (original and copy); ship’s journal sealed; boat equipment declaration (App.2); qualification documents of the skipper and first mate; crew id’s; entry fee 3 000 rubles paid in cash.

4.8. Substitute of a registered crew member may be permitted by the RC after written application of  a boat’s skipper.

 

5. Insurance

 

All competitors shall present insurance certificates by 50 000 rubles at registration.            

 

6. Event format, score system, prize-giving

 

6.1. Competitions consist of 5 races total length 410 nms: two races 25 nms, two races about               100 nms, one race over 160 nms (courses will be defined in SI). Finishes of the races may be located in Vladivostok or other areas of Peter the Great Bay. Start of Race 1 and finish of Race 5 will be in Vladivostok. Event format may be changed by RC.

6.2. Races will be scored according to boat’s finishing place, taking race index into account, which will be defined according to PPS-2009. Each boats’ score shall be the total of her race score.

 

7. Funding

 

7.1. Championship costs (race officials salary, prizes, RC boats rent) – will be paid by Primorsky regional sports executive.

7.2. Participants travel, accommodation and food costs, boat transportation costs, entry fee, boat rent and insurance costs are covered by their own.

7.3. Entry fees collected will cover some Championship costs.

 

8. Prizes

 

8.1. Crews, occupying 1 – 3 places, will be awarded by the cups and medals.  

Winner in “Konrad 25R” class will be declared as Russian National Champion in “Konrad 25R” class.

Winner in boats over 35 feet – ORC-Club will be declared as Russian National Champion in in boats over 35 feet – ORC-Club.

8.2. Organizing Authorities and sponsors may establish other prizes.
